With warmer weather this time of year many people, especially youngsters are eager to get out and hit the town.

But in several Northland cities there's something that can put the brakes on a night of fun--curfew rules. Proctor enforces a curfew ordinance and local police say citations are issued. If you hear the curfew siren at 9:45 P.M. in Proctor and you're under the age of 17, police say you got 15 minutes to get inside or you face a curfew fine.

"It's put in place to keep the troublemakers out," said Chief Walter Wobig of the Proctor Police Department.

But some kids say the curfew ordinance is unfair.

"I know maybe for the younger kids it's a better idea, but as we get older I don't think it's a great idea," said Frank Katzmarek, a Proctor teenager.

A couple years ago, Brandon Morin, got ticket for being out too late in Proctor. A cop spotted him near the city credit union.

"He was just like 'stop, put your hands up,'" Morin said. "So I had to do that, he's just like 'walk towards the car' and I did that, and I put my hands on the car he searched me."

Even though Morin got hit with a $65 ticket, he says there are two sides to the situation.

"If people are like messing around and doing like bad stuff, then I can understand it," he said.

Police say the rule is in place for a good reason.

"The curfew is to keep the young ones from going out late at night and causing the mischief," Wobig said.

But some youngsters still don't approve.

"I'm not a big fan of it," said Katzmarek.

Morin says his advice to youngsters is to be vigilant.

"If you can't do the rules, then be careful I guess--run faster," he said.

Proctor police say they issue about a dozen curfew citations each year.

Both the Cities of Duluth and Superior have curfew ordinances. In fact, Superior Police say they issued 59 curfew-related citations last year.
