Duluth Police Officer Charged in Alleged Assault

Duluth, MN (Northland's NewsCenter) --- Duluth Police Officer Richard Jouppi has been formally charged following an investigation into alleged excessive use of force.

Special Prosecuting Attorney Reed notified Duluth Police that Jouppi had been charged with Misdemeanor Assault in the 5th Degree and Misdemeanor Disorderly Conduct for his actions on Friday, September 21st at the Duluth Detoxification Center.

Police say Jouppi was involved in a confrontation with a 50-year-old intoxicated Duluth man.

Authorities say the man struck Officer Jouppi in the face. They say the officer reacted to the blow by allegedly striking back multiple times.

Police say the 50-year-old man had an existing wound reopen during the altercation.

Officer Jouppi has had previous complaints against him during his two years with the Duluth Police Department.
