By KBJR News 1

We're just a day away from the annual state of the city address delivered by Duluth Mayor Don Ness.

This will be the second state of the city speech Mayor Ness has delivered and he says the theme for this year's speech will be reform.

"The need for reform of our system, the reform of the way we do business so that we can have more sustainable operations and more stable finances for the city," said Ness.

Duluth has faced budget difficulties for most of 2008 and Mayor Ness is expected to outline some possible budget fixes for 2009.

The State of the City will be held at the DECC and starts at six o- clock.
The event is free and open to the public.

The speech will be broadcast live on CBS 3.

I disagree with the decision to not televise the mayoral awards live. Rather than witness that live we watched a recap of what had just been televised. I could have waited till the evening news for that. I cannot find live programing on this site. How do I access it?
