Sex Offender Moves Into New Neighborhood In Itasca Co.

Authorities are alerting residents in Pengilly, Minnesota about a convicted sexual and predatory offender is moving into town.

27 year old Brian Martin is a level three Predatory Offender, who has a history of sexual solicitation conduct with girls between the ages of thirteen and 15.

The Itasca County Sheriff's Department will hold a community meeting on Monday regarding the move.

The meeting will be at 7pm at the Pengilly Community Center.

Nope, the 5% rate is not skewed. It is exactly correct. And the recidivism rate is even lower for offenders who have been through treatment. The reason they are locked up and not released is because of money. Warren Maas and Eric Janus, from William Mitchell College, have been fighting the civil commitment process for years. These are experts in the field. I would trust their findings before I would listen to any one else.

Perhaps that statistic stated below is so low, because there is a Sex Offender "Treatment Hospital" in Moose Lake and St. Peter where HUNDREDS of repeat sex offenders reside, because they cannot be released back into the community because of the high rate of recidivism. I think that 5% may be skewed. Or, if they really are that safe, why are there hundreds of them that have been locked up to be never let out again???

Offenders thrive on secrecy. Community notification elliminates that. They are released because they served the time mandated them. Level 3 offenders are not permitted to live within close proximity of schools and I would let one live with me because I would know and knowledge is the best defense
