AT&T is looking to construct a 180-foot tower in close proximity to the Lakeshore in Duluth.
The city is proposing to grant a special permit to the communications company to allow the tower construction at 78th Avenue East.
A wireless communications building would also be built under the proposal.
City councilor Todd Fedora said he expects the plan will draw criticism from residents.
The city says AT&T needs the tower to improve coverage at the junction of Highway 61 and the 'scenic bypass.'
The special permit could be granted this upcoming Monday.
