Duluth, MN (NNCOW.com) --- Plans to build a second dog park in Duluth continue to move forward. City staff will now work with volunteers who want to see a fenced in dog park in the Observation Park neighborhood. Funds to build and manage that dog park will need to be raised by volunteers. Parks and Recreation manager Kathy Bergen says city staff will meet with about 10 volunteers to review the proposed plan and develop fundraising strategies. She expects a fundraising timeline to be in place by the end of the summer. If enough money is raised, she thinks work could begin on the dog park in the spring. Once a proposal is created, several city divisions would need to comment and make sure it meets city code
