DULUTH, MINN. --- Yesterday, 41 year–old Todd Franik of West Duluth was arrested in connection with the alleged abduction of a 13–year–old Duluth girl on Monday.
Today, the F.B.I was investigating the man's home, and today Federal charges have been filed.
A Federal District Court complaint says the alleged victim was walking her dog late Monday afternoon. When she approached Franik, he told her he was having car trouble, and asked directions to the zoo.
The criminal complaint then alleges Franik then grabbed the victim, put his hand over her mouth and put both her and the dog in the trunk.
It was here that Franik then allegedly removed his and her clothes, and then allegedly touched the victim's breasts and genital areas.
However, the complaint also says Franik then stopped, and said ‘I can't do this,’ left the scene, and left the victim duct–taped to a fallen tree.
The complaint then states the victim was able to chew through her duct-tape binds, and then escape, eventually making her way to the Wabegon Supper Club on the Minnesota-Wisconsin border near Fond Du Lac.
Today, the Federal Bureau of Investigation mobilized its evidence collection team.
Agents could be seen sorting through belongings, and photographing Todd Franik's West Duluth home.
Duluth Police say they were looking for connections to other sexual assaults that have happened in the area.
Franik has been officially charged with kidnapping.
Other Federal charges are pending.
