Duluth, MN (NNCNOW.com) - Duluth Police have removed what appears to be a President Obama Effigy hanging from a billboard near the Miller Hill Mall.
A picture snapped Tuesday afternoon and posted to Facebook shows the effigy before police cut it down.
The effigy was hanged from a billboard across from the JC Penny store at the mall.
There's no word on who put it there.
Police are investigating.
