Duluth, MN (NNCNOW.com) --- Many Minnesota residents are making their way to the polls Tuesday to vote on municipal and school district races, and referendum questions, making Tuesday a day of change throughout the Northland.

However, even with the Levy question, overall voter turnout for this election has been relatively low.

Duluth City Clerk, Jeff Cox, says since there are no US or state-wide seats, and no mayoral election, voter turn-out is expected to be low.

He says it's tough to judge how this year's levy questions will impact the overall turn out.

"It's hard to isolate an issue. Four years ago when we had a comparable ballot, there was a 33% turnout, but it did not have the levy questions on there," said Cox.

Polls opened Tuesday at 7 a.m. and closed at 8 p.m.
