Washington, D.C. (NBC NEWS) - The clock ticked at the US Capitol as members of congress worked into the 11th hour to avoid a partial Government shutdown.
The hope was they would a strike a deal on the budget before midnight eastern time. That did not happen.
This is the first time in 17 years the Government has shut down.
The shutdown is expected to place tens of thousands of federal workers on furlough, close national parks and monuments, and disrupt services like food assistance and IRS audits.
