Proctor, MN (NNCNOW.com) -- The relocation of a sex offender sparked a heated debate Friday night at the Proctor Community Center.

Proctor Police hoped to alleviate concerns about the level three sex offender moving into a neighborhood.

These re-locations happen on a regular basis; however, a majority of the comments at the meeting were still in regards to the location of the sex offender.

Wesley Gordon Vandell is currently living in the 700 block of Boundary Avenue in Duluth, right on the border with Proctor.

This location is five blocks from a school as well as within a neighborhood with a daycare center.

Citizens are worried about this because Vandell has a history of sexual contact with female victims ranging in age from 13 to 16.

Now, Vandell has been out of jail since 2010, and he does have a Duluth Police Officer assigned to monitor him.

"The whole idea is, just like we were stressing, it's not just this individual. You need to be a good parent and keep your kids aware of the surroundings at all times. There are sexual offenders throughout the whole area and throughout the whole region," said Walter Wobig, Proctor Police Chief.

Some tips for parents are to be aware of your surroundings, know who is at the door before answering, know who your child spends time with, pay attention to people your child doesn't want to be around, and teach them to say "no" to strangers.
