Director Of Essentia's Behavior Services Charged In Peeping Incident

Cloquet, MN - (The Northland's News Center) - The Director of Behavior Services for Essentia Health, Miller Dwan, in Duluth is accused of peeking into the bedroom of a Cloquet girl.

Richard Allen Paul, 57, appeared in Carlton County District Court today and was charged with interference with privacy against a minor under 18, a felony under state law.

Paul is accused of wearing a black ski mask and having a gun on his hip while peeping into the bedroom of a Cloquet girl.

The sixth Judicial District Judge ,Robert Macaulay, has set bail for Paul at $25,000, and ordered that a probation officer study whether Paul qualifies for supervised release.

The court ordered that the defendant have no contact with the alleged victim or victims, nor any other minor children in the neighborhood.
