This video was shot on the east side of Hwy 53 near the Miller Hill Mall. By 3:00 PM the water had covered the road and was starting to cross the highway, later it filled the Target parking lot.

I remeber that very well. I was up at the Miller Hill Mall and the smal lagoon they have overfilled as well. Water was up to the bottom of the city buses and parking lots were filled. Id say the water was at least a foot deep or more.
