On Wednesday June 20th at 2:30 PM, City of Superior was conducting digging operations near the intersection of Bardon Avenue and 15th Avenue in Superior with a backhoe presumably to open drainage ditches in order to hasten draining of flood waters. Based on certain eyewitness accounts we believe that the digging operation displaced a concrete sanitary sewer cap allowing flood waters to drain through the City of Superior sanitary sewer (see attached picture). By 3:00 PM on that day many residents located on and around East 10th Street in Superior encountered massive amounts of sewer back flow into finished basements. Some basements had water as high as 4 feet which resulted in destroyed finished basements and loss of furnishings and personal belongings. The sewer back flow began at 3:00 PM on Wednesday and continued until 5:30 AM on Thursday. The residents located on or around East 10th Street want to know if the City of Superior will acknowledge liability or categorize it as an act of God. This matter has been reported to Mayor Hagen but a statement from the City has not yet been issued.
